how do you download the config thing? there is no link for me, just a box with a rey map and a box with blue, green and red squares. please help me, i am not computer savvy so youll have to put this in lamens terms.

OK heres the situation. I have a small 6 city region with a population of about 150,000. 5 of those 6 cities are mainly residential with one city, the biggest, being the main "city center". the residential cities are doing great, clean, good health and education and all that...but the main city is full of garbage...like when im looking at the data the entire city is red (meaing excessive garbage) i am constantly getting headlines on my news ticker about how bad the garbage problem is. Currently 3 other cities are taking garbage from the city center, and the city already has 3 recycling centers and 2 waste to energy plants yet it seems to do absolutley nothing. as a result 95% of the city has an extremely low land value. I dont have enough money to put in any more recycling centers or plants or make any new deals with anymore cities. what should i do?

ok, i just downloaded raphealninja's buiding plop final mod. now do i just unzip it and put it in the same folder like i would if i was downloading a lot?? and how do a bring up the building select menu in the game?

when i press shift+alt+ctrl+r i cant seem to find the Los angeles region i downloaded...i dont even have a'my documents folder there. I went to program files-simcity deluxe-regions but there are only the regions that maxis included in the game..help me please
