This is a 3x3 BAT, meant to be used as a beautification detail/park. It is not based on anything in real life. It uses multiple custom details and textures.
It might be hard to think of a use scenario for this, but I gave a somewhat plausible idea in the screenshots below.
To use, simply copy the downloaded file into Simcity3000/buildings folder.
