This is Rio. It's a small map at 12x12 large city tiles. There are a number of ways to give this city a Brazillian flavor. You can visit SimcityBrasil files here, https://community.simtropolis.com/files/category/67-SimcityBrasil-files/ . There are a bunch of terrain mods that would punch up this region. There's a post I found on Reddit here,
...where one of the posters gave an extensive list of terrain that would suit a South American feel.
To install, simply unzip to: C:\USER\Documents\SimCity 4\Regions and load the game. There's no need for 3rd party software to start this region. Enjoy!
