Download 7-Zip from http://www.7-zip.org/ and use it to extract the file.. It's a compressed rar file that has to be extracted first and then put it in the simcitydata folder. After that you should be good to go.

I would love to add it to my game, but I need to run the damn installer again to get the folder to install the mods.
