Railway Water Tower 2

If it's a railway WATER TOWER, should it put out water to the city? What's the use of it being "eye candy" if it is called a water tower and if it's in the utilities category? But it does look good by the rails.

Needs converting into a working water tower, methinks. I shall certainly download it, but withold any rating until we discover if it can be made to work.

I thought this was going to be more like a traditional, old-style water tower you might see at an old railroad station. The kind that old steam engine trains needed.
