all i have is blank terrain, no water or hills? what happened?

the00guvna have you done everything correctly? I mean creating the region, replacing the config file and finally the rendering? If so something must have gone wrong, try and render it again.

i didnt know i had to do that. could you please walk me through the steps? thanks.

No problem, first you must create a new region ingame, after that leave the game, go to the created region folder on your simcity4 user folder (must be around "my documents") replace the config.bmp file of that region by the one given in this download, put the grayscale image somewhere you remember, load the game and in your region press "ctrl+shift+alt+R" and select the grayscale, the game will start rendering the region, it should take a while so be patient.

I like this map, looks like a meteor hit it, and after millions of year erosions has made it into what it is today :) Good work

Nice and simple to build on, but not boring. I like all the beaches you provided, the winding rivers and the natural harbour.

All rendered and i must say wonderful job buto! the hills are barely steep at all, The cliffs are well done and the canyons converging into flat streams. This is my kind of map! 5/5
