This is the next step in roadside billboards. This billboard will display a random billboard each time you plop it.
It has a commercial effect of 15/25 (from the advertising) and a small residential effect of 1/1, and air pollution cleaning effect of -2/2 (bushes / trees).
Advertisers pay $ 25 / month to the city to use this billboard so it is good for mayors that want a little economic boost.
Thanks to Chrono Vulcan's input I was able to make a billboard which displays one of about 7 random pictures. The two trees are random too.
