I have the same problem as cechly... I dont know how to make it work...

You put it in Plugins, and then go to ordinances to activate it. Your city needs to have *some* demand on it's own for this to work

I love this. Whenever I don't use it all of my cities crash and I end up with like 0 population but this makes everything much easier.

I dont know about you but i never had trouble getting R to grow. I always had huge Tenemants and was struggling to get commercial high rises. My downtown would be tower blocks. so this is ideal IMO.
