R plops can only work if they are ploped on a developed R zone of the same size (when you use "buildingplop" anyway). I have never tried doing it from the mayor menu, but it shouldn't make a difference. Otherwise, great job!

The plopping them on development thing is only a myth, ploppable residential just doesn't work. A growable version would be great anyway though.

thank you all for the comments.. as far as I could see on game, the only thing that didn't work out was that people living on them won't commute. apart from that, they don't abandon, or anything else.. =1

Its not that they don't commute when you use that method, Its that there are no commuters. Its like a landmark that adds to your population but has no need for jobs. Unless my use of them was purely a fluke, whatever...
