Nice mod. The graphs in may larger cites always looked squashed. This fixes that

Can you remake this mod so it starts small, and only expands to the larger numbers AS NEEDED? Then we won't end up with squashed graphs early in games, and when we are failng as major, in small cities, or just small rural populations that we intend to keep that way? That would rock~!
