This is probably obvious but I just have to ask; what does a "functional" Parking lot mean? In other words, does it mean it has jobs, or what?

functional means cars can actually park there and continue on foot. As of a day ago when i released my lots, only the multistory parking garage that came with the game, and the underground parking garage where 'functional'. Every other parking lot released were acting as 'parks'
