Considering this file was uploaded nearly five years ago, and has since been chosen by Simtropolis staff to be inducted into the [url="../../../topic/42323-the-stex-hall-of-fame/page__view__findpost__p__1147103"]STEX Hall of Fame[/url], I don't think there is an issue with the legitimacy of this upload.

I don't know what it is

It is a set of embankment walls that you can place in coastal or harbour areas of your cities to act as a barrier against tides (aka seawall).

I think, We have some problems with it - Marrast Emb Set 01 created in 2005 - why We must see it again from salut221???
