Hello:
There are two different statues in this file. One is called Statue Shieldman which is a 5x5 lot and costs 45,000 to plop, 100-150 per month. It's expensive but will add considerable desirability to the surrounding area.
The other much smaller one is called Statue Swordsman Smaller. It's on a 1x2 lot that will "overhang" over the lot. Which simply means you can place a road (or whatever) underneath the sword part of the Statue (see pics). It costs 5500 to plop and is 10 per month.
Both require a little power. Both will be found in the Landmarks section. Look for an icon that has written SOR on top and Statue on the bottom. They are easy to find.
