dude, you could transit enabled it easily with the sc4 tool. Sc4tool can be downloaded at : http://www.simszone.de/simcity4/downloads/sc4tool_en.php

This isn't a bad idea. if it's a police station on a avenue lot, then not bad. but if it's not transit enabled, you should do that w/ SC4 tool and then re-load it. you may get some downloads if you fix it a little.

Actually, The concept of this is quite brilliant. It was just poorly executed. I give it an 8 because I appreciate the idea and effort.
