why is there no houses

I use SimCity4 Deluxe with Rush Hour, and downloaded this for a slum city. Unfortunately I think this is one of those early mods that just doesn't display right using RH. Either that or else perhaps the dependencies aren't available anymore. Having said all that, I'm still going to use it in my slum city as a ghetto centerpiece. This thing caves mayor rating and incites riots! 5/5 for effort and if the maker's still around, please re-work it to make it RH compatible.

Everyone keeps saying Grove St. from San Andreas, but both Grove St and this lot were based on what cul de sacs actually look like in Compton, Watts, South Central, and Inglewood (as well as other ghettos around America).  Also the houses didn't work for me either...too bad
