Allotment Gardens

A common feature in Britain's towns and cities in the past, although rapidly dissapearing due to the march of the property developers, allotment gardens gave those who didn't have a garden a plot on which to grow vegatables.  The council rented out plots usually to tenants of council housing.

Instructions:

Unzip all files to My Documents/SimCity 4/Plugins

looks ok, but didnt some allotments ship with the game under the park menu? personaly i find real life allotments ugly, and normally full of drug piles but that might just be where i live fortunatly as you said they are dissapearing anyway good :p

Very common where I live in Eastern Europe too - more realistic for the environment I know than the ones that came with the game.
