One thing I do want to ask before I crash for the evening - I read over Memo's instructions for installing sc4pac... where should I put null-45:startup-performance-optimization-dll and memo:lua-sandbox-dll? I assume they just need to be placed in the main SimCity4 Deluxe folder, but I felt I should ask about this so that, when I have a bit of down time, I know where these two files are to go. Just wondering!!

I am using Windows 11, and when I checked my Java version in the CMD window, it said: java version "26.0.1" 2026-04-21 Java(TM) SE Runtime Environment (build 26.0.1+8-34) Java HotSpot(TM) 64-Bit Server VM (build 26.0.1+8-34, mixed mode, sharing) I do not have time to work with the instructions from Memo tonight, I have begun reading it and will do my best to be on it tomorrow.

Hey everyone! I am trying to install the necessary plugins and mods for SimCity 4 Deluxe with the program sc4pac, but when I run it from my desktop, I get a message saying the "local server failed". Along with this message is a code: 1073740791 - not sure if that helps at all, but can someone please help me get this up and running?? Any and all help is appreciated!! Thanks in advance!!

I am currently waiting to hear back from someone about my current Java installation and how updating to the newest version will impact my DosBox Game Launcher download. I really do thank you guys for your help, much appreciated!! As soon as I know about DBGL, I will certainly dive into SimCity 4 Deluxe ASAP!!! It looks amazing, and I can't even imagine how it compares to the original SimCity, which was the only one I have played so far. So excited!!

I haven't been on this forum for a long time - I have had some life situations arise that kept me from playing SimCity4 Deluxe. Anyway, I have been trying to load this game. I bought it via GOG.com (I am using Windows 10, 64-bit), and when I try to load it, my monitor (I have two of them) goes black, and then.... nothing. I waited for a bit, but got nothing. The screen stays black and my computer is unresponsive, and at that point I have to actually unplug my PC and then put it back in to regain access to my desktop. Can someone help me?

I went back and tried to delete that post, but I don't see a selection to do so. So, I apologize that this topic says the same as the one before it. My mistake. Here is what the post said.... Hey everyone!! I wanted to sit down and start installing the mods/files/patches that are listed in the SimCity 4 Ultimate Guide - I finally have time to do this!! So I went to the first set of downloads, labeled "Performance and Graphics List", took a look at what was listed and I don't see a stated folder for these files to go into. Maybe I am missing something, and I do admit that I don't know much about this sort of thing. I am looking in my SimCity 4 Deluxe Edition folder, aside from the shortcut, I see "Documents" and "Tools". Again, I apologize for being naive. Any and all help is appreciated! Anyway, I think the topic content belongs here, so that is why I am posting it here. Again, I am sorry for the confusion.

Ok, so let me make sure I understand all of this - it's been quite a bit to take in, seeing as how I don't know much about this sort of thing. So, all mods on the Ultimate Guide should be installed into the "plugins folder" - NOT the game directory, but the folder within Documents, unless specified within the Guide and/or when I click on the links inside of it. I assume that when I click on a guide link, I will be shown some sort of commentary on where the downloaded files are to go. As for SC4Pac, how does that program work? Does it make the installation of the Guide download files easier and stream-lined? How do I use that program? Lastly, my PC uses OneDrive, though I am not terribly familiar with it. I will keep in mind what Marcio1977 commented about the plugins path name.

Ok, I am sorry, but I am a bit lost here. Are you guys saying that, when clicking on a link to any given mod on the Ultimate Guide links, when I open the page, it will be indicated where the download goes? I do thank everyone for the heads up about the plugins folder, I had it completely wrong, so thanks for the clarification!! Also, I had heard from someone - I forget who it was - that if I am downloading SimCity 4 Deluxe from GOG.com, to do a manual install, instead of using GOG Galaxy. Is this a valid notion? Again, I am sorry with all of the questions and confusion, I am not really tech-savvy for the most part, and I really do appreciate everyone's help!!!

I do not see a Plugins folder within the folder that the game is installed into. I see "Tools" and "Documents" folders. The path for the game is as follows: C>ProgramData>Microsoft>>Windows>Start Menu>Programs>SimCity 4 Deluxe - I assume I should make a Plugins folder there with the application, but I want to confirm that with you before I do anything.

Hey everyone! I hope this email finds you well. I have a quick question that I hope someone can handle. I am on a stay-cation for this week, and would like to set up SimCity 4 Deluxe. That said, I had bookmarked the "Ultimate Guide" for what mods and such that I would need to download and install before actually playing the game. The guide that I am talking about is Is this guide still the one I should rely on for what to download and install before diving into SimCity 4 Deluxe? Or is there a more updated version of said guide? I hope someone can fill me in a bit on all of this. Thanks so much in advance!! Much appreciated!!

A quick thought that I hope someone can help me with - when it comes to SimCity 4 Deluxe, and with including mods and custom content, which version would you guys recommend more... the Steam version or the GOG version? Which one is easier to work with, including downloading mods and custom content? Any and all help is appreciated!! Thanks so much!!

Thanks so much!! And yeah, its pretty much personal preference whether anyone uses GOG or Steam. But if its recommended that I use GOG, then that is what path I will take. I am still quite the newbie with all of this, when I download the appropriate files (the ones explained in the beginners guide) to my PC, I will go the route that is easiest and most hassle-free. But again, I thank everyone for their help!!

Oh, no I am totally fine with using GOG (with the offline installer), I was just saying that most of my games are on Steam because I have had a better experience with it, but GOG is great too. I have heard that many gamers play "religiously" with Steam, but yeah I can go with either one. No worries there, and I thank you guys for letting me know about what version of SimCity 4 Deluxe I should go with!! I bought myself a new PC as a late Christmas present, so when I finally get it, one of the first things I will do (gaming-wise) is install SimCity 4 and will utilize the downloads from the beginners guide. Fun times!!

Got it!! I have leaned more towards Steam games than GOG because in the past I have had more success running Steam games on my PC. There are a TON of people who prefer Steam over GOG hands down, I would say most of my gaming library is Steam, I use GOG for games that Steam does not carry. For a while I was interested in a Steam Deck, but found that if I just connect my PC to my TV, I can run games just like the Deck but without the really hefty price tag. And my PC can play games that the Steam Deck cannot. Money saved!! But I do thank you guys for your comments and suggestions!! I will follow suit for SimCity 4 Deluxe, I can't wait to play!! Hey everyone!! In all honesty, I was on this page over three years ago, but got sidetracked with life's many obstacles (and other games) but I wanted to come back and give SimCity 4 Deluxe another try. And a grand "Hello!" to those people that were so kind and generous all that time ago. That said, I am pretty much starting new here, not just to SimCity 4 Deluxe but in general. It's been ages since I have played any version of SimCity, but I want to dive right in and see what I can find!!

hmm. I made the appropriate changes - both removed from Target, as well as changing settings in graphics/sound in game. Everything is peachy except for sound. I am not hearing anything. I tried both some disasters (so cool!) and building roads all over the place. I hear nothing. How frustrating.

So, I removed the audio off portion of the commands in Target, went back into the game, turned on both music and sound, and tried building some road and a few disasters. I don't hear anything. Should I proceed with fixing DirectX, or is my sound a more pressing issue?

I started poking around the terrain, trying out some of the disasters (I was curious), and I found that I have no sound. Would it be alright if I took out the audio: off portion of the commands I have in the target section of the shortcuts priorities screen?
