No, unless you plop(or "paint") them yourself. There is a difference in size from the two packs, but the one on SC4Devotion is of a newer date, so I would go for that one. As for the TSC mark, that is short for Tout SimCities which is/was home for most french custom content where Orange O spent most of his time.
