With there being a poll on our favourite advisor for SimCity 4 (HERE), I thought "How abour a poll for our favourite SimCity 3000 advisor?".  Also for thoroughness, I've decided to add a poll for the dubious honour of "Least Favourite Advisor" too.

 

My answers:

Favourite: In stark contrast to my views on her SC4 counterpart, I would consider Karen Frawl, the Enviromental Advisor, to be my favourite.  Her status reports are fairly unintrusive, she has a pleasant personality, and even when conveying bad news she manages to do so without implying that you're a screw-up who breaks everything they touch.

Favourite Runner Up: The H&E and Utilities advisors, the former on the grounds that he seems like a fun guy and doesn't demand that you overfund his departments, and the latter for being unassuming and unobnoxious (though I must dock some points for his overeagerness to sell off excess power & water, and for bugging you to expand the water mains network just because you refuse to provide water to the landfill site).

Least Favourite: This dubious accolade I impart to the Transportation Advisor, the punnily named Moe Biehl, on the grounds that he keeps demanding extra funding for the Roads and Public Transport services, even though all that achieves in practise is to pour money down the drain.

Least Favourite Runner Up: To be honest, I find the Public Safety Advisor to be a bit of an authoritarian...

 

N.B.: The appearances of the advisors may be different for non-English localisations of the game.

Damn! That's a tough choice, because I find all of them to be very agreable and good-natured! They are all respectful and objective as well. Unlike some of the SC4 advisors...

This is also why I don't want to vote against any of them. They deserve neither hate nor scorn of any sort. *;)

The "SimCity 4" vanilla Opera House is the most evil thing in existence. Avoid.

I agree, SC3K advisors are more useful and wholesome than SC4 ones, so it's just impossible to dislike someone. My favorite is Mortimer Green. He's very respectable and I'd like to have him as a financial and economics teacher.

That's a difficult choice. Building on what others here have said, the criticism they give is constructive and is almost always directed at whatever the issue at hand is. The few times it's instead directed at the player is when blatant negligence was involved, and even then it never goes further than reprimands (Maria's statement among the lines of "do not ever allow this to happen again" following a Maxis Nuke™ is an example). 

The only advisor I can really knock is Moe, and that's just because he's lacking in personality compared to the rest!

The only times I do actively dislike them is when the game itself sets them up for it, usually in regards to advice about petitioner issues:

(It would be just a bit more helpful if the analysis provided was from more than just one advisor, too...)

YES! A Google search for "シムシティ3000アドバイザー" and a little digging lead me to a blog post dedicated to the regional differences of the advisors complete with images, courtesy Hiroki Akiyama.

Edit deux: lol, Constance Lee as a palette swap of Prunella Penny in the European version of the game definitely wasn't something I expected to see

I've known about the difference between European and English advisors for quite some time, but I didn't know Japanese advisors also had their own unique look! Interesting.
