How to apply moods if i have dowloaded the game from STEAM ?? HEELP

Hiya @Luca, I'm not sure if you are referring to applying mods which you download from SC4's communities, If so, Mods, are installed in (or under) your plugins folder. (ex: My documents\SimCity 4\Plugins), Generally, The mods usually has two parts: Mod file and Dependencies, And most of them are zip files, some of them are execute (exe) file, Just unzip or install them into the Plugins folder under the instruction of author. 

If you plan to install SC4fix mod or extra cheats, i suggest you put the file into the root directory of Plugins folder instead of sub folder. And most of exe mods they will point to My documents\SimCity 4\Plugins directory, rarely install into another one (game's folder/Plugins).

If you unfortunately get the brown boxes or other bugs, you can use the Dependency Checker tool in SC4tool to help find problems, Or just ask your specific issue here, Specialists will definitely help you.:}

Good point to mention this Raymond, and there's a very useful summary here from @T Wrecks on the subject of loading order.

For the Steam game and although I don't own this version myself, I believe that the folder is still the same structure located at:
C:\Users\<Username>\Documents\SimCity 4\Plugins

All custom content should be extracted from each archive (e.g. zip file) and placed in this folder, and then the naming determines how each item is loaded.

Every single version of SC4 users this path by default, regardless of the version of Windows you have or where you bought the game, the correct Plugins folder to use for custom mods will always be inside your user-space at Documents\SimCity 4\Plugins.

As others have said, mods typically come in either archives like .zip files or installers as .exe files. If it's the former, you need only extract the contents of the archive and put those folders/files into the Plugins folder somewhere. For installers, simply double-click to run them and follow the on-screen instructions. This is a rather simplified version, since sometimes it is necessary to follow the instructions to install mods correctly. For example, you might have some choices about how something will display, which requires you only install one file or another. It's usually a good idea to familiarise yourself with such content by reading the description or any documentation that comes with the download.

Lastly, it is possible to manually define where the Plugins folder is if you prefer to place it elsewhere. This isn't recommended though unless you are a more advanced user.
