No people in my city, HELP!!!!

Really nice layout!

Let's check the basics first: did you plop a water tower or water pump? And an electric plant? I always forgot them. If that's not the issue, try removing the toll booth just before the overpass, as it could be blocking the traffic from crossing it.

Whilst electricity is a requirement for anything to build, usually if you had none, you'd get a "zot" showing that no electricity was present. As such, I'm not certain this is the problem.

Water isn't a big deal either, since it's only required for later stages of development.

Is this a brand new city and even perhaps a brand new region? If so, you will only have very basic demand until things start moving. That shouldn't prevent sims from starting to move in, nor I-AG/I-D development however. Are you per change using a mod that blocks the Maxis content? How long have you waited for development to begin? What are the RCI demand levels? Are you using mods that alter things like demand? Something must be going on, because this isn't usual behaviour.

    @rsc204 - I using the RCIMod and yes there is a power plant. I tested the RCI in different city and it grows

     as normal. But in the main city, still stuck at 0 population.

    Also I obliterate the main city and rebuild it, and RCI grows! I don't know why it happens. Maybe because I play the game at 2x speed while designing the networks alone without zoning it first? Is that an issue? .

    Nope. This in and of itself shouldn't be a problem at all. When I first started playing I'd let the first month run, enact the Gambling Ordinance, and then set the game to full (Cheetah) speed whilst I drew out roads and such.

    I do recall a badly modded file discovered a few months ago (Vet Healthcare iirc) that had such out of proportion stats that it zapped 100% of all residential demand. Is it possible you have something like that in your plugins? Only cities in which it was plopped were affected.

    ^ This is most likely the problem. Something OP is plopping in the original layout is poorly modded or incompatible with another mod they have.

    Your city is connected to other cities, so demand "extrapolates" between them. Demand should be the same among all connected cities. If demand has been exhausted (as a result of development or use of ploppable RCI in the rest of your region) or is negative, you will be getting no development. However, all these civics should have driven at least R demand up. And Agriculture (or they are Industrial?) zones should be growing too (btw that diagonal layout serves no purpose imho).

    So the first thing to do is check your demand graphs.

    Otherwise, taxes set too high maybe?

    And I don't know what that RCI mod does, actually I had never even heard of it before.
