When trying to place a Tool Booth in an avenue connecting two cities, I got this glitch. So I tested it again in a road bit and a bit of avenue and they showed OK.
But in the connecting avenue, nothing doing. I went to another city and tried in another avenue, and same glitch.

It's a side effect of your slope mod.  On the left side of my pic, I used the level tool near the edge of the map and then drew the avenue.

I have similar troubles with RTMT bus stops sometimes. In my case, the building has stricter slope requirements than the underlying network, so some geometries break the road (rather than showing a red building ghost preventing placement).

See if you can get better result after leveling. If you don't have it already, find the god-mode-as-mayor mod.

Shift+Ctrl+Alt whilst clicking the god mode button gets you there too. Or, since we only need to level where the toll booth will go and 4 tiles each direction of the avenue's path then the mayor mode pay as you go leveling tool isn't cost prohibitive either. *;)

Basically you must have level ground for TE lots such as these to work, it's worse for avenues because the two-tile size of them makes it harder for the game to automatically work it out for you.

  • Start by removing the avenue for about a 6 tile stretch.
  • Place down stubs (by clicking each individual tile with the road tool) for a 4x2 area, leaving a gap of 1 tile each side from the remaining avenue.
  • Remove the stubs, which will have flattened perfectly the 4x2 area, in the middle place the Toll Booth.
  • Now drag through the tool booth, again leaving the 1 tile gap either side before the remaining avenue network. I.e. the Toll Booth and avenue are now covering the tiles where you used the stubs.
  • It should now be possible to re-connect the avenue up, but if you get an error, simply keep removing tiles of the section not connected to the Toll Booth until it works.

    Ha, so that's it. That means I should level the terrain out for the length of the avenue? Yes, I'm answering my own question. But what is your leveling tool?

    I tried those, one tail rail, ped malls, one tile road, streets and all of them. glitch. But the leveling tool in God Mode looks best. Of course, it means working on two sides of two cities, but that's what SC4 is all about. Ain't it?

    It might be related to the particular slope mod. I know in my vanilla only days I used the Street for my single click leveling. Once I installed Ennedi's slope mod the Streets no longer worked like that, but the Road did. (Just me guessing and not really providing any help this time. *:lol: )

    Well,

    you could also use the simple Road tool (you drag the roads with it) to level the terrain by clicking single road tiles over the map in a zig-zag pattern, or drag the rail tracks up or down a slope to make it nice and smooth.

    That is my case too. Anyway, I just came back from my local SOUP (Sectional Office of Urban Planing) and they confirmed that the problem of the Toll Booth is due to slopes and the Leveling Tool was a good solution.
