How to edit a building so it doesn't build but rather plops instantly?

Hello, I am trying to edit a some of the buildings I've downloaded off of this site. Some of the buildings actually have to have the construction to build them, most just plop instantly. Is there any way I can get the construction ones to plop right away?

There is a cheat module (actually, a developer debugging module) than contains a method of plopping a lot then plopping an RCI building on it.  This plugin is called the 'extra cheats.dll'.  This link will take you to the discussion thread which contains the link.  Suggest your read the whole discussion as this is not a simple plugin.

Of special note, the file must be placed directly subordinate to your Plugins folder for example:

SimCity 4\Plugins\SimCity 4 Extra Cheats Plugin.dll

If you place this anywhere else it will not be loaded.

This is activated using the 'cheat entry' code CTRL+x which opens a dialogue box in the upper left corner of your screen.  You can check if the module is working by right clicking in the dialogue box.  If it is present you will get a full list of all the commands.  I don't know the exact syntax of the commands you need but they are called LotPlop and BldgPlop.  There are a couple of others that have names Plopallbldg and Plopalllots.  The latter two may not be useful for you as they make all building manual.  I don't think they are toggles.  When you have your command formatted an ordinary return key closes the dialogue or you may use CTRL+m.

I don't use any of these because I run the game as a game and not as a modelling system.

    That cheat module is helpful, but it doesn't do what I wishing for. I can choose the buildings to place from the Landmark building, but it has to go through the construction phase instead of being immediately built. What I meant was is there a way to make the building plop instantly? Or maybe the module does do that but I'm missing something.

    You would probably have to custom edit each individual Lot you want to adjust using the Ilive Reader.

    Among the many exemplar properties for each Lot may be Property 0xe99b068d "LotConfigPropertyDoConstruction," which determines if a Lot goes though the construction phase.  A non-zero hex value for this property will make the Lot go through the construction phase.  If the hex value is zero, or if this property is completely absent, the building will immediately appear when the Lot is plopped.

    A related exemplar property you may find is Property 0x499afa38 "Construction Time," whose hex value determines the number of Sim-days the Lot will be in the construction phase.

    I don't have enough experience with the intimidating Reader or Lot modding to know whether it is easier or safer to just change the enabling values or outright remove both properties, so always first make backups before tinkering and testing.

    A word of caution.  Residential plops cannot be seen by the pathfinder.  As a result, they will quickly abandon.

    Sometime, you should try playing this game instead of just using it as a modelling device.  As a game it can be a lot of fun.

    But some people like playing it as if it was a virtual model railroad, though! 

    Yeah, it is so open ended, you can pretty much do as you like.  Nevertheless, it is not a bad idea to see how your garden grows.  As for railroading, I do it a lot.
