This was a small farming town (northeast portion) which is being overtaken by urban sprawl from the big city (not yet grown) to the south and east.

 

I like to develop the outskirts first and the Sims mostly work in a different city tile atm. Later, more and more of them will find jobs closer when that part gets created.

Oh that was all in Photoshop and Illustrator and I exported some transit maps and traced over them. I have an explanation of how I did it in this forum here if you're interested. Also, a lot of other great ideas on how to make your own custom maps.

I'm afraid the city doesn't really grow anymore and problem i have now is i don't see any GLR riding on the avenue's

second thing: there aren't any GLR's riding in the avenue's i never had this problem!

The reason that tram hasn't any passengers yet is that you haven't many GLR network connections. As i can see there isn't any GLR crossroad in the city, it's kinda isolated from the rest network. The key for a city to grow, besides the RCI demand, is public transportation, commute time and network connection. Don't be afraid to use avenues and roads that are connected to each other.

The urban to rural transition of my most recent development:

It's quite tricky finding a suitable place for an airport in a high density area, so directly on the approach path there is a 3 storey height limit for buildings. There are also plans proposed for a 2nd runway to be built, and so as mayor I'm currently overseeing the process for considering this expansion. It would require the rail line to be re-routed, and also the avenue converted to a road. Residents say the current airport is sufficient and currently there's no need for an upgrade.

Here's a shot from one of my minimally modded regions, what I like to do sometimes is just install a bunch of visual mods, but other than MadHatter's Commercial, IRM and SPAM, everything else is pretty Maxis. Anyhow I'm rather pleased with how this is coming along, just a bit more detailing to do.
