Why the loading progress when I load a city is not making sense at all?

In fact, there are mods to change the loading text that appears, so clearly it can't be tied to anything of great importance.

 

I usually have two such loading messages appear when loading the city, and have actually gotten "Deciding which message to display next" just before "Attempt Failed" all underneath "Loading City". Pretty funny, if you ask me.

I like "Deunionizing Bulldozers" or "Deleting Ferry Routes". I also often get "Depixelating Inner Mountain Surface Back Faces" .

 

I guess the "Lecturing Errant Subsystems" is more successful in the hand of modders.

If you have that kind of bent, you can edit those texts.  They are just LTEXT statements.  If you look at Craig's List you can find the right exemplars.
