Simcity 4 deluxe edition. Version 1.1.641.0

Since SimCity 5 was a total let down for me, I decided to go back to SImCity 4. I searched net for almost a week to figure out how to get it run smoothly on windows with an NVidia Gtx670 card.

Step-by-step guide.

How to install:

If you have an older installer, make sure that you patch it up to the latest v1.1.640

the new digital editions are up to-date.

Now go ahead and install the game as admin. I installed on C:, but you can choose whatever drive you want to.

now, you should download and install the first mod  This is an awesome tool which will let you tweak a lot of stuff)

Before you start the game: In the launcher specify the parameters such as :

Custom resolution.

fulscreen/windowed

Sowfware/DirectX/OpenGL (Both openGl and DirectX didn't work for me)

CPU count etc

Now go ahead and launch the game:

Here you can have 2 scenarios

a) game does not start

b) CTD

C) you get lucky everything goes smooth. Skip the rest and go to graphics card section below.

For me both a & b happened.

'a' happened because I was not running the game in compatibility mode for "windows XP SP 2". So, go ahead and change it right away. Right click on the SimCity4 shortcut on the desktop and select properties to modify this.

'b' happened because the game did not initiate in the "software rendering mode". Sometimes the launcher doesn't kick in this right away. So, in order to force the game to do it automatically.

- in SimCity4.exe properties, select "run in 640 X 480 screen resolution" option under compatibility tab, then go to launcher and select windowed option.

 - now go ahead and start the game. The game will crash with a message "could not initialize the graphics card". say ok. then another message will pop "SimCity 4 will run with the software driver when next launched" Click OK.

- Now go ahead change everything the back to normal ie., in SimCity4.exe properties, UNselect "run in 640 X 480 screen resolution" option under compatibility tab, then go to launcher and select FULL SCREEN option.

- Relaunch the game, and it should be up and running this time.

How to make SimCity 4 recognize the modern graphics card.

First locate the SimCity 4 Deluxe install folder and the two files . Graphics Rules.sgr and Video Cards.sgr

these 2 files contains the information regarding graphics hardware. We will edit these to include our awesome cards.

First go ahead and make a back up, in case you mess up something.

a)Graphics Rules.sgr - open using notepad, and find (Ctrl+F)  "partialRule "Fast card" -any"

below that you will find a number of cards. Go ahead and add yours as well.

Since mine is GTX 670 I added the following:

         stringMatch cardIdentity "NVIDIA*GeForce GTX670*"
         stringMatch cardIdentity "NVIDIA*GeForce GTX 670*"
         stringMatch cardIdentity "GeForce*GTX*670*"
         stringMatch cardIdentity "NVIDIA*GeForce*GTX*670*"
I added all the variations since I don't know the correct syntax

Now click save (If you installed in C: it wont let you save, so save somewhere else and replace)

b)Video Cards.sgr - open using notepad, and find (Ctrl+F) "vendor "NVIDIA" 0x10b4 0x12d2 0x10DE" for NVIDIA cards (for ATI cards ""vendor "NVIDIA"

")

and add the following line

   card 0x1189 "GeForce GTX 670"
   card 0x1189 "GeForce GTX670"

here the number "0x1189" is the device ID of your card.

How do  you find the device ID on windows 8?
Press Wondows + x and select device manager.
Once in device manager, expand the Display adapters section, here you fill find your graphics card. Right click on it and select properties. Select details tab. Once you are here, from the pull down menu select "Matching device Id" in my case the description was like "pci\ven_10de&dev_1189" and that 1189 is your device ID. and 10de is the vendor id.

So go ahead and add that. and save. You're done.

Enjoy building your dream city!

My setup is 3 dell 19in in nvidia surround with a resolution of 1440x2700.
8gig ram
2700k 4.5ghz (OC'd)
GTX 670

The game worked beautifully. I hope it works for you as well. Don't forget to save frequently.

Nice guide, thanks for sharing!

I'm sure it'll be useful for others with a similar setup. :thumb:

Step-by-step guide.

...

I added all the variations since I don't know the correct syntax.

I have a similar setup except I play the game on a single 24" 1080p monitor, not in surround.  All I had to do was add my video card to the graphics files and the game ran great.  I also use compatibility for XP service pack 2, but I did that first so I don't know if that was required for the game to run good, probably was.

What is working for me in the Graphics Rules.sgr file is the single line stringMatch cardIdentity "GeForce*GTX*660*".   You have that particular line (but you have a 670 plugged in), so I think that is the only line that matters in that group.  For the sake of mentioning it for others:  a GTX660 device id is 11c0.  It is written: card 0x11c0 "GeForce GTX 660" in the Video Cards.sgr.  The space is required between GTX and 660.

As far as antialiasing goes:  I use it in the game and it works just fine.  There is info out there saying you can't use it, but it's false.  Even the SC4 config log will confirm whether or not forced AA is active.  The game plays great for me with it on.  I have a 3570k (@4.8GHz), a GTX 660, 8GB RAM, and an SSD running on Win8 64bit.  Below are the AA settings I use for SC4 in control panel and the game log showing that AA is indeed active.  Note, in the game only the automata and such seems to benefit from AA.  The buildings don't; they'll still have jaggies at the closest zoom.

Interesting experiential post.  One error I noticed is that you can't patch to 1,1,641.  That's the digital download edition.  You can only patch the CD set to 1,1,640.

You're right. With AA the graphics looks way better. I haven't noticed any drop in performance with AA enabled. So far so good!

After two days trying to solve this problem, I managed to get rid of items "a" and "b" with the help of your guide.

About the graphic problems i 'm still with the same problem (smooths). I have a Nvidia GeForce GT 630M - 2 GB.

    .

    My graphic rules.sgr:

    partialRule "Fast card" -any
             # We run well on these cards, so up the defaults.
             stringMatch cardIdentity "NVidia*Geforce*"
             stringMatch cardIdentity "NVidia*Quadro*"
             stringMatch cardIdentity "ATI*9700*"
             stringMatch cardIdentity "ATI*8500*"
             stringMatch cardIdentity "Matrox*Parhelia*"
             stringMatch cardIdentity "NVidia*GeForce GT630M*"
             stringMatch cardIdentity "NVidia*GeForce GT630*"
             stringMatch cardIdentity "NVidia*GeForce GT 630M*"
             stringMatch cardIdentity "NVidia*GeForce GT 630*"
             stringMatch cardIdentity "NVidia*GeForce GT*630M*"
             stringMatch cardIdentity "NVidia*GeForce GT*630*"
             stringMatch cardIdentity "NVfidia*GeForce GT*630*M*"
             stringMatch cardIdentity "GeForce*GT630M*"
             stringMatch cardIdentity "GeForce*GT630*M*"
             stringMatch cardIdentity "GeForce*GT630*"
             stringMatch cardIdentity "NVidia*GeForce*GT*630M*"
             stringMatch cardIdentity "NVidia*GeForce*GT*630*"
             stringMatch cardIdentity "NVidia*GeForce*GT*630*M*"

    My Video Cards.sgr:

    card 0x0DE9 "GeForce3 GT 630"
       card 0x0DE9 "GeForce3 GT630"
       card 0x0DE9 "GeForce3 GT 630M"
       card 0x0DE9 "GeForce3 GT630M"
       card 0x0300 "GeForce3 GT 630"
       card 0x0300 "GeForce3 GT630"
       card 0x0300 "GeForce3 GT 630M"
       card 0x0300 "GeForce3 GT630M"

-I think it could not properly identify the ID of the video card. Following information that is in device manager:

    PCI\VEN_10&DEV_0DE9&SUBSYS_14771043&REV_A1

    PCI\VEN_10&DEV_0DE9&SUBSYS_14771043&REV_A1

    PCI\VEN_10DE&DEV_0DE9&CC_030000

    PCI\VEN_10DE&DEV_0DE9&CC_0300

Some guys are saying the problem is the other graphics card, Intel (R) HD Graphics 4000, which is causing a conflict. Others said the problem was that the machine did not have DirectX 9.0c. Installed but not resolved too. I also realized the recommended settings in the 3D card.

You guys have any idea how to solve?

The machine is a notebook i7, 8GB and I just installed sim city 4.

    Thank you.

    Just for laughs try this:

    1. rename graphics.sgr to graphics.old

    2. reset all your GPU settings, both of them, to all 3D features off.

Run in both hardware and software rendering and see how it does.  This is a legacy game and that gear didn't exist when it was written.

I have 2 nVidia GeForce 680 in SLI on a brand new Win8 rig and I just installed the game from Origin and made sure nVidia used the game's settings and it ran flawlessly the first time I started it, and it looked like it did 10 years ago. Am I missing something? Does this guide do something extra?

My start up params are just -Intro:off -CustomResolution:enabled -r1920x1080x32 -CpuCount:1

Edit: should perhaps mention that I installed the game in D:\Games as "Program Files" and "(x86)" folders are no place for games and only causes all sorts of bugs and performance issues.

Congratulations.  I have mine in the "pretend" Program Files (x86) under wine and it doesn't make any difference except maintenance is easier.  With legacy games use whatever works.

It's a 10 year old game.. your new PC doesn't make it look like a new game; it's still the same graphics.

As far as adding your GPU to the graphics files goes:  for some people the automata runs at a super low frame rate slowing the whole game down unless their card is manually added to those files.

As far as where you install a game:  it makes no difference what the directory name is or where it is.  Installing into the default folder is no different then one you make up on a different hard drive.  The only difference is the registry has a different 'address' for the files.  The only way the installation directory you use can affect anything performance wise:  is by installing games on drives of varying access speeds, resulting in different loading times.  Sometimes changing default install directory will cause you problems because things like updaters or file monitors look for default paths.  That just leads to extra user maintenance on your end.

It's a 10 year old game.. your new PC doesn't make it look like a new game; it's still the same graphics.  - I meant the graphics weren't looking buggy as old games sometimes tend to do. I know a new graphics card doesn't change the graphics of the game only that it performs better (if it is GPU based). Imagine what Pac-Man would look like today if that was the case :D

As far as adding your GPU to the graphics files goes:  for some people the automata runs at a super low frame rate slowing the whole game down unless their card is manually added to those files. - This was the part I missed above! Thanks :thumb:

As far as where you install a game:  it makes no difference what the directory name is or where it is [...] - see below

I'm sorry but that last paragraph is somewhat untrue. Yeah some old software doesn't like when you change its default settings and preferences, but that is typically the case for software from before '95. Allow me to try and explain:

If you have UAC turned on () - and even though you are an admin user - you can run into trouble when installing programs on your machine, especially with older software.

Take a quick look at the "Security" tab for your program files folders and compare it with i.e. a folder from "my documents". You can clearly tell that the rights are far more restrictive than for other folders and THAT's part of what can lead you into to trouble.

Most problems occur when the software you install has heavy file IO activity and you don't set it to run as admin (sometimes admin mode is not enough either). This is however not the only problem you can face but Google can tell you more about that.

If you have UAC turned off ( :ohyes:)  this is not as much of an issue it has just become a habit for me. I also find it more maintainable to separate games and programs but again what are your preferences.

(I performed research into how UAC affects the system so this is not some bogus I've pulled out of a hat. I don't however have the important interweb source to show you since the report was stored on my school laptop which have been returned to the school after I've graduated. Hated security lessons so I didn't have the need at the time to save a personal copy)

Anyhow I'll try the trick to see if it improves automata cause it gets a bit sluggish when playing in bigger cities sometimes. :)

Fair enough, there is certainly scenarios where you could attain benefits by changing default directory.  I myself do this all the time to keep stuff from installing to my SSD which is my c: drive.  Personally I turn off UAC and all other 'big brother' crap before even installing updates on a fresh o/s install, and I always use WinPro so that I have full user credential control.  I can imagine those 'fool proof' features could cause performance issues, part of why I never allowed those sorts of things to run on my machines.  However, for the most part... it makes no difference.

^ You are clearly aware of the problems with heavy write traffic on an SSD.  Could you not have assigned the SSD to a different drive letter?  I think it is an error in configuration to make a read-mostly drive the base of the operating system.  User areas should simply not be defaulted there, not should things such as city files which are often written and go multi-extent.  (Yes, I know multi-extent doesn't matter on an SSD, but it bothers me, somehow).

SSDs are equivalent to the big, fast, low capacity drums (head per track) we used to use in the 1960s to stash operating system read only files.  IMHO an SSD is a great place for Plugins and other stuff that is not going to be written much, like the game residency (Program Files).  Adroit use of links (short-cuts) should make this work with only a little extra overhead.

It sure works on Linux, where I have had my whole SC4 system on an external fast disk.  I had one shortcut for the Maxis directory in Program Files, and a different one of <me>/SimCity 4.  I set this up when I was running both a test and production version of this O/S.  Just had to make sure the Registry entries matched on both systems.  I don't know of a link mechanism in the Registry, but that sure would have helped as well.  (Linux fakes the Registry for Windows executables).

    Well The Nonny Moose,

Before of everything thanks for the tips. Some things that'll say here seem obvious, but my knowledge of computers are minimos and my willingness to play the SC4 again is huge.

I renamed the graphic rules.sgr to graphics.old. On the control panel of Nvidea Card I reseted the global settings and those of software SC4, both for integrated graphics where everything this switched off and to Settings Nvidea high performance where I put all off. In SC4 Launcher I launched the game both in direct X and in software. Nao managed to solve the problem none of times.

The log of SC4 Launcher accuses errors:

    Any more ideas?

For now I'll play even without textures.

Seems that package wants to play with your graphicsrules.sgr file which you have dropped.  Try restoring it and try again.

Remember, this is a legacy game, 10+ years old.

You should not be trying to adjust the rules files unless you are having frame rate troubles.

This game was written before the most basic advanced features (anti-aliasing) were available.  Turn then all off or set all 3D controls on both GPUs to "application selected" or equivalent.

Using the Launcher is optional.  If you don't understand what it does, put it aside and launch from your shortcut.  For a modern machine your shortcut target should contain at least

    "C:\Program Files (x86)/Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe"  -intro:off   -CPUcount:1

The options to control your screen might also be necessary.  I have an HD monitor, and use this option for it:

    -CustomResolution:enabled -r1920x1080x32

If you've never edited a shortcut before, remember that each option hyphen needs a leading space.  Don't forget to push the apply button when you are finished editing.

    Hello,

I have a question to the people for whom Simcity 4 runs smoothly on modern builds.

Does the game run in software or hardware mode?

It runs in Software mode for me. It looks nice, but it's slow. Scrolling through city and zooming causes huge fps drops.

I tried changing rules files, but the game always starts in software mode for me. I assume it means it still doesn't recognize my gpu?

I use Lenovo y550 laptop with core 2 duo t6600 and geforce gt 240m.

When I run in hardware mode, which isn't often because of other problems that causes the game to frog, I don't notice a difference in speed.  I mostly play in software mode.  I got a new edition of wine yesterday and have not yet run the hardware test, but I suspect handling a program that used many more than two graphics buffers is beyond the capability of the wine developers.  I ran on software rendering today for over four hours with no crashes and no problems, which is something at least.

I don't sweat frame rates because I neither scroll nor zoom.  I usually use direct right-click hops to move around the map, and select the POV I want by simply pressing the appropriate number key (1 - 6).  The redraw speed is slow on heavily populated cities as might well be expected.

Mousing around on this program is really not in, because the camera is in discrete hunks and is not continuous.  It is a matter of developing a playing style.

I use hardware mode on my desktop with Win7 64 bit. The terrain, water, beach and rock mods that I use require this. However, the only way for this to run smoothly was by editing the game files. I have an ATI graphics card, though, where editing is absolutely necessary (the game thinks all ATI cards are garbage and ignores your settings).

At the time of writing the program, most ATI cards were garbage.  ATI is now owned by AMD.

Heh, sure they were. However, it's funny that the game is so insistent ;).

The game still thinks it is 2003, and always will.

Sure, but that's not the funny part. The thing that makes me snigger is how much effort the programers put in to keep support questions down by disabling the effect of player input. They let you change the graphics settings as you want within the game, everything looks okay, but the game will simply ignore it if your card says "Hi, I'm from ATI". It's kind of lazy.

First rule of problem solving is to simplify.  What is the minimum entry in the graphics rules file(s) to get proper operation?  Be neat if someone wanted to do the analysis.  I am no graphics type, so I really can't contribute much here.

Well, all I know is that the game forces very choppy scrolling on ATI cards, with everything loading when you scroll to it, and the highest zoom doesn't work properly (it basically consists of enlarged pixels from lower zooms). Editing the Graphics Rules fixes all of that. The game runs much more smoothly after the fix.

No doubt, but what is the minimum change?  Seems to be a lot of scripting to make this happen.  This may require some study if someone is willing.

BTW, I have an ATI chipset, but it is now out of support, and the default Linux (X windows) driver handles the job quite well.  The problem I have with hardware mode is the problem with wine that can't handle more than two graphics buffers at the same time.

I don't really have a problem with scrolling, but I generally click in the mini-map to get around rather than scrolling.  I am not fascinated by scenes passing before my eyes.

I'm not exactly sure what you refer to. I mean, following the instructions seemed simple enough and fixed my problems, as the actual scripting seems to have already been done by Maxis. I'm aware that this is not a solution for modern laptops that automatically switch graphics chips and probably not for Wine, either, but on most Windows desktops and older or simpler laptops, it works fine.

Well, it is just my lump of curiosity.  When you have something that works, hurrah!  But, the question is how many lines of code are really needed?

thanks about that link, my problem is now fixed after adding my card to list and also i was change cpu speed depended settings due to i have speedstep with my cpu and maybe it was giving false thinking for game like i dont have that needed 2ghz for all effects
