I wished it was that easy

I used this;

Start simcity, load city, alt-tab

Select height from menu, then click start on SCTweak.

Draw overpass/tunnel.

To connect to road, stop sctweak, click on overpass/tunnel when the cursor circle snaps to its end and draw onto land.

The cities theirselves are great, too bad the game makes it look so stupid by having these little clusters and emptyness untill the next cluster.

 

But again, the cities theirselves look good.
