No, there was clearly still a large amount of standing room available also the average (legal) capacity for buses here is 78, the actual capacity (non-legit and mainly on the uni routes) is more around 100 to 'if you fit in the door, you're on the bus'

Legal bus capacity over here in Vienna is about 90-140 passengers. Mostly 100+, depends on the model. (except minibuses of the center lines 1A,2A and 3A with a legal capacity of 30)
