I'm basing these ratings partly on what I expected and partly on what I wanted.  And I'm a tough judge.
 
New Transportation options  -   9.5/10 
(route query is the greatest but would have liked to see a real roundabout)
U Drive it -      7/10 
(steering can be a little difficult on air vehicles, need more weapons 11.gif)
New buildings -  8/10
( the new ones are great, but it would have been nice to see more)
Bridges -  9.5/10
 (great new bridges)
Disasters 5/10
 (UFO is fun, autosaurus sucks, should have been a couple more)
My Sims 3/10
(I get even more "commute a no-go" than I did before rush hour, the only reason I gave it 3 instead of 0 is because of the extra options)
Advisors - 4/10
(they give even more useless info,  I get "no water, no way" even though my city is completly watered!7.gif)
 
 
Overall despite some of the low scores, I give at an 8.5/10.  After getting the rebate I think I'll push it to 9.5/10.  For $10, its great.

I'm still playing with it. U-Drive is hard. No problem with the motorcycle or the Mayors Limo but the cop cars, the helicopters so far are a pain but I'm sure I'll get better with pratice. Haven't tried any of the other stuff yet but getting around to it

New Transportation Options
(9/10) Nice work on the ferries, el-train, and new roadways.

U-Drive-It
(6/10) Easy at certain times, tough and annoying at other times. It also reminds me of Streets of SimCity and SimCopter.

European Tile Set
(8/10) Nice job on the buildings. I'll have a few towns based on this tileset.

Bridges
(8/10) I love the new selection of bridges, but the bridge height factor bogs the fun factor down a lil'.

Disasters
(7/10) Dig those UFOs, can't say much about the robotic dino though. Reminds me of the giant Servo.

Personalization Feature
(8/10) The sign is a lil' too big, but the labels rock!

My Sims
(9/10) The feature in which I can dispatch my Sim to an area in a city makes the My Sims feature a more useful tool in the game. Plus I can now choose what vehicle they drive, where they work and where they live. Cool!


Overall
(8/10) SimCity 4 won't be complete without this EP. The new transportation features and tileset makes this EP worth the money.

New Transportation Options 10/10
NICE! I give 10/10 to EA for all of these new features. Transportation is not the only important thing in building a city, but it is more important than many things, and this Expansion is just great because of that.

U-Drive-It 8/10
I might be alone in this, but I find that U-Drive-It is actually fun! In no way is it an awesome racing game with great 3D graphics and everything, but it adds something to SimCity that I've always thought would be fun.

European Tile Set 5/10
Neutral in that I havn't used yet, I guess I should!

Bridges 6/10
Pretty nice, but a bridge is a bridge, so nothing extra ordinary for me here.

Disasters 7/10
Thats right! Independence Day UFOs!9.gif But the weird Car-Robot-Lizard (CRL), whats up with that?23.gif Theres already a robot disaster...

Personalization Feature 5/10
I used to use sings and stuff in SC2000, so I guess I could start using em again, although I havn't yet.

My Sims 0/10
I've never been a big Sims Fan, so I don't really use this part of the game.

Overall 9/10

All in all, SC4 is better with the expansion. There are certain options that are better than others for different people, but in the end, its way worth while!

New Transportation 9/10 - perfect exept for a few bugs (but considering so many different network choises interacting with each other a few bugs were almost inevitable 23.gif)

U-Drive-It 6/10 - Honestly, I thought it would be lamer than it actualy turned out, so it's not too hideously bad.

European Tile Set 7/10 - Visually stunning but can have the tendancy to over run your city too much with red roofed buildings 2.gif.

Bridges 9/10 - again, perfect except for my personal ongoing Sim City pet peeve about rediculously steep approach ramps (will they ever fix that?)

Disasters 6/10 - Unfortunalty did not improve with the expantion pack. Two robot attacks?! I mean, come on, that's a little unbalanced.

Personalization Feature 9/10 - I'm soooo happy they brought the labels and signs feature back!

My Sims - 7/10 - I don't use it too much, nor do I move in any sims to my city very often either.

Overall 7.5/10 - I'm pleased with Rush Hour and can honestly say I probably wouldn't still be playing SimCity 4 unless I had bought it.

New Transportation Items: 10 (got a lot more than I was expecting)
U-Drive-It: 9.5 (thought it would be cool and it sure is, but not enough killing is involved 22.gif)
European Tileset: 10/10 (amazing-looking; finally, some real contemporary towers!)
Bridges: 9/10 (Goofy steep on-ramps, look funny but make sense I guess.)
Disasters: 8/10 (More! More!  The ones included were great, though.)
My Sims: 9/10 (Don't get how to poll people yet, but better regardless.)
Music: 12/10 (Absolutely incredible soundtrack, I was yet again amazed at the choice.)
Customization/Signs: 8/10 (Look good, however, I think the road ones could be a bit clearer.)
 
 
Overall Score: 10/10 weighted, like 9.8 not waited (I think).
I love it, best dang expansion ever made.

U drive it 4/10 - too many bugs e.g. when failing and it states you should
lose money, sometimes nothing is deducted.
European tile set 5/10 - nothing spectacular
Bridges 8/10
Disasters 8/10
Personalisation feature 0/10 - when placing labels on roads, they disappear
when you build around them.
My sims 3/10 - no particular need for it

Overall 5/10

On the whole, this game has some good new features but it is not worth playing until it is fully patched - there are far too many bugs and if you haven't experienced a crash / lockup yet, chances are there's one coming in the future. I've experienced 1 crash, which occurred over a week after I started playing, when I was zooming out on a small, barely built city. I think this is caused by a memory bug (I have 1024mb). The game can freeze while saving, which can corrupt your file, so for those out there who haven't experienced this yet, save as little as possible or stop playing until a patch is released.

I do enjoy playing rush hour.  I'm a sim city hard core addict.  But my ratings:
 
Transportation Options.....7/10 - avenues are cool, but should have been there before.  T-Intersections for highways are nice, monorails are a cool concept, but so far I have not made any good use of them, maybe a bit more experimentation....
U-Drive It.................0/10 - horrible I know, but it is just not me at all :P
European Tile Set..........9.5/10 - I love the European tile set.  Did you know that some of the new buildings have been put in other tile sets?  And the European tile set includes old buildings as well
Bridges....................6/10 - I couldn't care too hoots about new bridges, not that I'm complaining though...
Disasters..................NA - disasters are kind of cool, but I have not been bothered to try them out, so I will not rate -I did try the U-Drive it for about 3.4 seconds, so I can rate that category 2.gif
Personalization............6/10 - I think its a nice idea, but have not used it
My Sims....................3/10 - yawn

Overall....................6/10 - I spent my dollars, and would do it again if I had the choice.  But I have a bit of money to blow and am a total simcity addict.

I can understand why they'd add My Sims and U-Drive-It...

My Sims: Cuz it's in their best interests to cross-promote their games. If they're giving away RH for nearly free, they gotta make their money somewhere...

U-Drive-It: Cuz they want to provide some interactivity to their cities. Let you live them instead of just simming them. If this was 1st person perspective, it would have been WAY cool. To see your cities from ground level, w the skyscrapers passing by on both sides. That would be a whole 'nother game tho. And SC4 isn't a 1st person driving game. I'm thinking they didn't spend too much R&D on U-Drive-It, since there's nothing really new there, 'cept you can control a car, with some scripted missions.

I don't personally use U-Drive-It or My Sims, but having them there doesn't hurt anything for when I want a break from the routine. They're nice distractions.

Oh, My ratings:

Transportation Options.....9/10 - I got everything I've been requesting of Maxis for years (El, Monorail, Highways, Avenues, Ferrys) except for roads crossing under bridges. So only a 9 instead of 10.

U-Drive It.................3/10 - I don't use it.

European Tile Set..........10/10 - They're great! I want more!

Bridges....................8/10 - New bridges are great (including the option to CHOOSE your bridge) except that there's no LONG steel arch bridge, like the Columbia River Gorge -- a huge steel span going from one edge to the other. RH would subdivide it into smaller unrealistic arches.

Disasters..................3/10 - I don't use them.

Personalization............9/10 - This is nice, but no biggie.

My Sims....................5/10 - I still don't fee like I'm living thru them. Something's missing.

Music......................9/10 - The new songs are GREAT, but there's still a bit of repetition if you play too long. A few more would have been nice.

Price......................10/10 - no question there.

Overall....................9/10 - Considering price, and what you get, there is no question this is a fantastic expansion pack.

Overall the best new feature is the Route Query.

Transportation Options.....8/10 - I got what I wanted in terms of avenues and ground-level highways. However, there are still some pretty significant bugs in pathfinding which make things less fun. I would like to see an avenue to freeway cloverleaf interchange, especially since the normal diamond interchange doesn't allow for left turns, a pretty big oversight. Folded diamonds would be very helpful for places where a railroad is right next to a road (happens a lot).

U-Drive It.................7/10 - I like it. It is a fun distraction.

European Tile Set..........9/10 - Haven't seen too much of it but I think anything that adds to variety is good.

Bridges....................9/10 - Again, variety is good.

Disasters..................NA/10 - Haven't used them.

Personalization............8/10 - Finally, I can name my streets so I know where I am when I try to make realistic cities.

My Sims....................NA/10 - Haven't used it.

Overall....................8/10 - Route query fixed something that was sorely lacking in the original release. Now if we can get the pathfinding engine to work in a better manner, and we can fix all of those interchange bugs, we will be where we should be.

Transportation Options: 5/10, It's still hard to make realalistic cities even with the new options. No turning lanes7.gif, no 4 lane roads, the ground highways can't even go under the monorail, elevated rail and monorail take up to much space. I do love the new transportation maps though and Grand Station.

U - Drive it: 7/10, Missions are fun and a few are challenging but fre drive is boring and controls for copters are very annoying.

European Tile Set: 9/10, I love it9.gif

Bridges: 9/10, I still haven't found all the new options for these

Personalization features: 4/10, Signs get in the way and the labels font is real choppy when it's big.

My Sims: 3/10, The data views already give you enough feddback from your city.

Overall: 6/10, The completely new features to the game pretty much suck. While the updated features(transportation, European Tile Set) were great. 24.gif24.gif24.gif

Disasters - never use 'em really, so no rating

Personalization - 5/10  I like it but the street markers disappear whenever you build near them and they look terrible on avenues.

My Sims - Don't really see the point, but I don't hate it.  Maybe a 5/10

Price - 10/10  How can anyone expect it to be cheaper than $10?

I would have given it a 10 if it weren't for the awkwardness of the helicopter in the U Drive It mode. It's about time they brought back the personal touches, I was getting nostalgic for SC2K.

overall 8/10 i havent played it much my friend has it andi played it its a pretty good game from the start but i just havent played it enough to give it a 10

U-Drive it: 4/10 It was fun at first, but theres not enough variety to keep it being fun.
 
Music: 8/10
 
Personalization- 9/10 I don't use it, but its a nice feature to have.
 
My Sims: 2/10 I just don't see the point
 
New Transportaion Options: 7/10 Theres still a couple things that are needed.
 
European Tileset: 10/10 Very suprised as to how good it was
 
Overall: 7.5/10

I think in acutality what I'd like to have seenis RUsh Hour be more like the old Transportation Tycoon. That was the original game that put Chris Sawyer on the map.

Please keep in mind my overall score is not an average. It is my overall satisfaction of the game. While some sections received low scores, the others completely outweighed them to the point of even outweighing a '10' on the scale. Make sense? Whatever the case, I love the U-Drive It option. If the missions ever get old (they haven't yet) I still love the fact that I can just grab a car and cruise around the streets of the city I built. Although it's not a first person perspective, I would definitely choose this method over sitting in the car and driving through a crappy-graphic version of my city. The new personalizations are awesome too. And I definitely love the new highway options. Okay...'nuff said.

Here in New Zealand RH cost $49.95, the same as each of the eps for The Sims, which converted to US dollars means we had to pay over twice as much - but I still think it was worth it !!

An overall rating of 9/10 for me.

Disasters : 7/10 . Nothing really new : UFOs existed in SC3K.

European set : 10/10.
Bridges : 9.5/10. Sometimes, car ferries don't pass under them while they are supposed to.
Personnalization : 8/10. Nothing really important.
My sims : 9/10. Really good but repetitive
Price in France : 5/10. In France, RH costs 35
