Heres my rating:

U Drive It- 5/10-a good addition but hardly used

Bridges- 10/10- great addition that you can choose your own bridges and change the height of them. Adds more depth to the game

Disasters- 8/10- don't use them that much but they look cool when i did.

European Tile- 9/10- haven't used this yet but all the other buildings are awesome.

My Sims- 8/10- this is good because you can place them in a part of the city and see there thoughts about it. This in turn, will help run a more efficient city.

New Transportation Options- 10/10- this part was great. The avenues are awesome and very inexpensive for the number of cars they handle. Im lovin the ground highways. For some reason i think its easier to place ground highways instead of elevated ones. I have alittle trouble with one-way roads though. I love all the rail systems too.

Overall-9/10- A great addition to SC4. It was an excellent idea to make this expansion pack.

I'd give it a 7 1/2 out of ten. I think they need another expansion pack soon.

8.5/10 because on my computer it is very slow. I'd like it if they made it easier to make tunnels. Other then that it's pretty darn cool! -uncrazycooper13

Ok i guess i will add my rating! (I need to become more active on Simtropolis) so i will start here

New Transportation Options: 9/10 (want to drive the subway), more highway interchange types needed.

U-Drive-It: 7/10 (Hate when missions re-appear) instead of being completed for good in that particular city (unless you oliberate it)

European Tile Set: 7/10
Bridges 9/10 (Lots of choices)
Disasters 8/10 (Need to start automatically again besides fires)

Personalization Feature 8/10
My Sims 8/10

Overall 8/10

I know how we can free up some space, get rid of all the ancient pinned threads that talk about stuff like this, how would you rate rh, it was just released......about a year or two ago. lol, that just one way and just a suggestion.

Rush hour, brings simcity to a whole new different level, all the extra transportation methods, the extra time put into making the cities seem so real!

I never thought that the streets or cities looked the way they did in Simcity 4 until i got up in a plane and got a bird's eye view.

I would never play simcity 4 without rush hour, i've just seen too much.

Without Rushhour, Simcity 4 would probaly not be this popular.

In all I'd give Rush Hour a 8/10, it's a must have but there are quite a few more things it could have covered.
 
Rush Hour + NAM (network addon mod), on the other hand, is an easy 10/10 for me though, so many awesome additions to the game in the NAM 2.gif

Rush Hour is good, Maxis just didn't test it enough!7.gif It has alot of bugs, but all the MODS on this AWESOME site fix it! 7.9067584596/1044.gif

Sim City4 could still be made better, there is alot of things that could be added and alot of things that could be fixed. Still, its a great game though.2.gif

i'm new here, but anyways...

Defiently 10/10. How can I NOT give it that? It adds a lot of depth to the game, makes it more fun, and besides... it was free! $15 - $10mail-in-rebate - $5 from a sale at bestbuy = greatest idea for an expansion yet!

Here's my raitings...

New Transportation Options... 10/10 (Great new ideas and has really made things better.)
U-Drive It... 8/10 (A good extra to add into Sim City 4.)
European Tile Set... 7/10 (Nice to create more cities.)
Bridges... 7/10 (Good to have more choise.)
Disasters... 5/10 (Ok, but more would have been good.)
My Sims... 7/10 (A good extra feedback idea.)
 
0verall... 44/60 or 7.3/10 (Conclusion: Quite a good expansion pack.)

New transoprt options: 8/10 Very useful but needed a bit more to give it an extra boost (NAM to the rescue!!18.gif)

UDI: 1/10 Pointless! Hate! (Gets out laser gun and reduces it to dust)
 
Bridges: 8/10 Very good addition, but not essential to gameplay, just a nice aesthetic touch
 
Disasters: 7/10 UFO was great but there was no need for Autosaurus Wrecks when we already had the robot. It's exactly the same! That is what brings the score down.
 
European Tileset: 6/10 It's mediocre. I'm not sure how realistic the buildings are but I never use it anyway so there.
 
My Sims: 2/10 Yet another pointless thing. It does nothing apart from give useless feedback on your city (Another thing which I blast with my laser gun!)
 
So overall it is 32/60. It was ok as stock and just above average. With ST, however, add another 20 points to the final score!! ST has made the game excellent!!17.gif

I'll make it short n to the point:          SimCity isn't all that worth it without Rush Hour.

 I have never had the game with out Rush Hour, so I will give Rush hour a 10, I love U-Drive-It and the diasters are awesome, when ever I use them which isn't very often. I was getting bored playing SC4, and then I found ST and it all changed it. So ST made Rush hour awesome !

I would rate RH overall 7/10

Transport options 8/10The new road formats help me move large amounts of traffic through my new region that I am building (Solus); while mass transit I find is still pretty similar part from ferries giving better options for water transit and public parking building for park and ride being effective. (when it works properly)
 
European tile set 10/10
I wonder if they will release a futuristric option
 
U Drive It 5/10
For the soul who has plenty of free time on hand see if you can create a Grand Theft Auto game using your region or cities as the map for missions and free driving
 
Bridges 9/10
 
Disasters N/A - dont use them while city is in operation apart from fire - bring back power to the SIMS - riots
 
My Sims 4/10 - new add on needed to cater for Sims 2
 
Personally I think a few new add ons would be nice; such as
 
  • Multi role mass transit stations (bus/rail; bus and monorail on same tile)
  • Central Hub Station where you have bus; rail; monorail; subway/raised rail all in the one station and is a reward for large cities and should be placed in CBDs where CO$$$ and CS$$ rockets in the surrounding area
  • Large Freight Station where both Trucks and Trains can pick up goods and disperse them through the region (execellent for cities who have no ports)
  • Left Hand Drivng option where cars drive on the left hand side of the road like Britian and New Zealand
  • Central Senate/Governer Complex to be place in one city in the region when region population reaches over 1,000,000 ; this would send demand  for R and C to rocket in the region but on the same token crime rises through corruption
  • And most of a regional intergrated POWER and WATER Grid for the region where if built properly only a meduim sized city space would be needed to build large scale (newly designed) power and water units would be built; so long as the transmission towers; sub stations; back booster plants; water relay pumps were built properly and entire region could be powered and watered by a singe medium city area - no need to place plants in every city block.
That is all I can think of for now
any further suggestions please comment or for more details on the intergrated regional power and water system please let me know nad I will get back to you.

Transport-10/10 Lots of good add-ons, lot more realistic.
Europeran Buildings-9/10 Looks a bit like all the new apartments popin up in manchester(UK) the city i live in.
UDrive it-4-10 Good idea but i just don't use it
Brigdes-10/10 Finaly, some diversity in citys with rivers in1.gif
Disaster-6/10 Good if you want to bring untold destruction to your lovely city.
MySim-2-10 Totaly unesesery, a bit like my poor spelling, it just doesn't need to be there.

I'd rate RH a 7.5/10, it was still too riddled with bugs that could've been ironed out. 19.gifRH with SC4 is...not all too good. I don't know what I'd do without the modds and BATs from ST 18.gif.

From someone who has been playing since SC 1 in the mid 90's: 

New Trans Options ........5/10 (If I could solve the quirks of getting people to board and leave the monorail or el train station 8/10)
U-Drive-it .....................5/10  (Not realistic enough.  the chopper should crash and destroy the building if it hits it.  i also cant aim the missiles of the military chopper so I trashed a lot of buildings before i was able to hit the target)
European Tileset    ........7/10
Bridges .......................10/10
Disasters ......................6/10
Sign's/Street Names .....6/10  (It's nice but it was never a big deal)
Overall ...........................8/10

What I miss since SC1:
1)  The huge map.  In SC4 you develop parts of the region.  In SC1, you develop the entire region as a city.  We're talking billions in population. 
2)  No more arcos?  Only oldies like me would have seen an arco.  But I agree that its no big deal. 
3)  Subway to rail connection.  Can someone tell me where it is in SC4?
4)  Building cities was much more difficult.  In SC1, you could start with a loan under difficult mode.  Man, that's tough.
