Ever wonder where Dr. Vu got his UFO? Well, he took it from aliens. When he had the UFO, he used a weapon to make the surface of the planet difficult, if not impossible, for them to rebuild their cities. This region is the result.
All cities are medium sized so you can make them faster. The terrain is complicated enough to build on. This should make it a little easier.
