Before you ask no it is not floating above the base. There are support columns that are not visible. Also, the night light should work, they still are not working for me even after I got the update, so that is why it is a gmax pic.
This is first in a seris of many tourism BAT's, made to add more tourism into SC4, something that Maxis failed dismally at, with no more than a tourism promotion ordinace which dose no more than increase demand for CS.
This is a 4x3 stage 8 CS$$$ with 560 jobs. There is a growable and RCI ploppable. It can hold over 2,400 guests. At the top is the penthouse suit, going for $1,500 a night. With a view in all directions of your city and balcony all the way around. Above the penthouse is a helipad. (for all the V.I.P.'s visting this grand hotel. On the base there is the majestic lobby and many confrence rooms. Above it is the pool deck under cover of the main hotel and tanning chairs out of it's cover. Above that are the main rooms. Of to the side we have the entrance into the underground parking and behing a historic statue of the Benign Hotel's original creator.
