this comes with a ploppable and growables.
there are 3 different growable lots, its best to
start off with all 3 but if you find too many of them growing
then move out one or two of the lots and hopefully
less shold grow.

instructions
select all the relavant files in the folder you downloaded
copy them into your simcity4 plugins folder.
mydocuments/simcity4/plugins
then Garibaldi Arms has been installed
and play the game!
