As sometines happens, files from the various SimCity 4 sites go missing over time. When possible and practical, we make attempts to restore those files when found. In all such cases, this is done in good faith for the benefit the author and the community.
This particular custom content has been uploaded here under @justanothersim86's name as it apparently had gone missing from the STEX. This upload is provided in the same condition that it had been in when it was previously available. No changes were made. If anyone has information that would help clarify this upload, please contact any staff member.
