That map looks great. I can easily see me building my ultimate vision, a network of mini cities instead of a big monolithic metropolis. However is it possible to use the map without the need of downloading the tree controller with its dependencies?

Yes it should work without the tree controller (at least it does for me). However without it, the trees will be immediately removed  when loading a city for the first time.

Looks a great map but any reason why i would not be able to load the region when opening Simcity4 Deluxe from Steam?  as far as i can see everything is in the correct areas but just does not appear in the list of regions to load

This map looks great, but it crashes my game as soon as I try to terraform. Any ideas why?

It's the tree controller, you can either try installing the one the author has specified, or you can use Buggi's extra cheats dll to shut flora off.

It's Ctrl + X to bring up the command box and then you use the command "Flora off" followed by "Flora on" no quotations. That fixed it for me.
