Is it just me or is that top arch bridge not connected to the left pillar? Is it suppose to be like that or is it just this pic here?

It's part of the design, hillbillyTycoon. It extends about 80% of the way and thus looks sorta jaunty.

Well, well... Looks like this will go great in my cities...once transit-enabled, that is.

can pedestrians actually cross or it it just decoration? Also, and it go over roads and other transportation methods? (Just asking)

These are just props made from the bridge models. Look for my Pedestrian Bridge Pack if you'd like transit enabled lots. These are designed for integration into larger lots: maybe you've got a small stream or a wide road running through your lot and you want to add a little flair.

I would love to use it, but the zip file is bugged. Fix the zip, and I'll up the rating. Please fix it!!
