Water streets 1.0

I'm doing a water street pack for sam streets, only three of the sam streets because I havn't got the textures for the other 4 sam streets.

This is good for flooded/ sunken cities. :) Of course, we also need underwater buildings. :P Anyway, I think the rain mod can make a city sink, right?

Since these doesn't act as a real street, I hope someone could make a real transit-accesible roads other than pedestrians.

At least people can cross the water
