This is a Menu Management Lot (MML) for "Beaches for Irregular Coasts".
If you have "Beaches for Irregular Coasts" installed, this will hide all of it's icons and replace them with a single MML lot.
Plop the lot, wait a few game days, and all the Beachset icons will unhide. When you have finished plopping Beachset lots, simple delete the MML lot, wait a few game days, and the Beachset icons will be disabled. If you then exit and reenter your city, the icons will be hidden again.
