i downloaded it but its always grass

How do you install this. I have placed it in my plugins folder, but it does not appear in the game? - its very frustrating

Thanks for the report. Looking into this and we've identified the missing dependency as:

Plugin_RCI_Buildings_Prop_Modd.dat

I've edited a note into the description where it can be downloaded. It's contained inside the Skylus Tower file, and then once installing this and the building should show up properly. Other files might also need the bldgprops 1 & 2 which are available on the Maxis Files page.
