I have no idea how to say it in English 
In Dutch it's called "bebouwde kom". If you drive to a city at most roads where there aren't many people living you can drive 70 km/u. The sign is placed at the beginning of the city, or at the part where there are a lot of houses. The sign limits the speeds to 50 km/u in real life, unless another sign gives you another speed. Not many will be interested in the sign, since it's a Flemish sign but still wanted to share it.
In 2003 the government said to slowly replace the current signs, which only have the city name on it, with signs that include the name although it's not necessary, and a picture of a town on it. At the end of the "bebouwde kom" another sign is placed, it's the same sign but with a red line trough it to show that it has ended. On the lot are also some trees that need to grow, you can’t see them on the screenshot however. Both signs are included as a prop so you can create your own custom lots with them. You can find them under the parks menu.
