It is an Army Base with a size of 10 X 10, reduced from the original's12 X 12. It generates $1000 per month for your revenues. While notterribly realistic, It's alot better then the original. It does notneed to be unlocked.
UPDATE 1.1: Ooops. Forgot to lower demolitioncost. And for some reason it has a dependency for one of Peg's kits.The industrial dock one. Don't ask. it'll probably still work withoutit.
