Following geoffhaws great tutorial, i made this animated austrian flag prop to give my cities a more local look. Far away from beeing perfect, it might be nice for Austrian sims though (hope there are some austrian people?!).
The lot has the same values as the small plaza, you will find it's icon in the parks menu.
