Hello, I'm inspired to build a car-free city thanks to some city-related YouTubers. According to them, commercial will (still) flourish even when there's no car (except for trucks because they need them for their delivery, but it's another topic for another time). Unfortunately, that premise doesn't work in SimCity 4, even after I mod the traffic sim. Here's my tweaks to the simulator. My tweaks were successful. The streets became red. And it applies to evening traffic, too. When I check the morning route, it should be possible to zone commercial sustainably. But, I was fooled. The commercial wasn't happy with the street. I wish I can continue the simulation but when advanced, the city went into an economic crisis for some reason. Although I didn't run the simulation further, the game should know that the route is ready for commercial and in my experience, it did. But for this time, it simply doesn't work. Why didn't the commercial accept pedestrian customers? Anyone who have time to reproduce my mod and run a similar experiment can share their experience down below. Hopefully, a solution can be found. This mod is a just failed proof of concept. Tarkus and others, including the staffs, proved that this mod is in fact contradictory. Pedestrians do count as customer by the game. It's just it's not counted as traffic. I didn't know this phenomenon back then. I assumed only transit is capable of doing so. I was trying to prove their points. However, I had to left the community for a while. I would do their tests soon. Thanks for the inputs! Customers are the backbone of commercial. That’s because, no customer means no revenue which can be turned into a profit, of course. But, the stock game and NAM only count customers if they’re transported using cars, trucks, subway trains, passenger trains, freight trains, buses (if Bus Contribute to Traffic option in TSCT is enabled, which is default option as of NAM 39), monorail trains, and elevated rail trains. Pedestrians are excluded because they don’t produce traffic whatsoever. So, I’ve designed a mod that makes the pedestrians to be customers and traffic as the prerequisite of being a customer. Here’s the city before installing the mod. Here’s the after installing the mod. The installation process is really tricky. 1. Find your traffic simulator and then copy the file name. The easiest way is to right click and click Rename. Then, copy the name. 2. Make a folder with the copied name. 3. Copy the simulator into the newly created folder. 4. Copy my mod. 5. Paste it in the newly created folder. 6. Open up SC4DatPacker. For Windows 10 users, you’ll have to replace some DLLs before starting the app for the first time. 7. Select the newly created folder. You can also adjust where the folder to put the compressed dat by setting up the destination directory. But, we don’t do that here. 8. Go to the destination directory. 9. Copy the file and put it to the simulator folder. 10. Click Replace to obviously replace the file. There is a caveat, though. The mod doesn’t work for the first time sometimes. Here’s what I mean. This photo is actually showing what happened before installing the mod. Plot twist, that’s happened after I’m installing the mod and then removing it. But, I don’t save the savegame as shown below. If I’d save the savegame, the date would be 12/15/2020, but it shows 12/13/2020. I don’t really know what causes this memory effect. Let me know the experience of using the mod. I honestly can't think of any other reason. The problem with this logic is that it just doesn't work that way. It doesn't matter what sort of vehicle is used, there will be noise, whether it is generating traffic or not. You can set every transit type to not create traffic, and you will still have the exact same road noise for Residentials and customers for Commercials. So there is no possible benefit to including buses as traffic, period.
