Skylines is a clone that operates like SC 2013 offline with mods such as larger cities and one-ways streets. But until Skylines has online play, I'm really not interested. I love the connected cities idea of SC 2013, that allows me to work with other players. That's what it's all about. -
The game has an underlying logic that is statistically accurate within it's own rules. That does not mean you are going to see every Sim perform every action. They are just a small visual representation of what is actually happening in your city. When I destroy a building or remove a road, do all those Sims instantly die? Or course not. The numbers and math behind the simulation are consistent, while what you see is simply a close visual approximation of how your changes to the city affect the Sims. And 'mutton noir' is correct, sims don't always go to the same home or workplace, they flow like water and will go to the nearest available workplace or home. Don't think of Sims as discreet agents, like 'T wrecks' said, but more like a giant flowing mass that will meet their needs at the first available location. Thinks of Sims as flowing through the streets as a giant mass; you don't have to consider the needs of any individual Sim, but you want to meet the needs of all Sims as an aggregate.

Can you run a city on 0 taxes? Sure, you can have no services, but I'm talking about normal sustainable living. I was able to create an alloy exporting city lucrative enough to reduce the tax rate to zero while still making 178K a month. Of course, I still have full services, transportation, and even education, without bonds! In my opinion, the tax rate is a measure of your economic efficiency. If you need a higher tax rate to remain solvent, your not being financially efficient. Which would mean a zero tax rate is perfect economic efficiency. Of course, you can have a low tax rate by not having a lot of things like schools and transportation, but being able to afford the full plethora of services while maintaining a low tax rate, is to me, a high measure of organization. [You can see in the photo I have every service available] How have you kept your tax rate low, and by what other measures would you rate the economic efficiency of your city?
