Let me re-phrase that, as maxis has stated, you will have control over your region when playing alone, so you should have control over where you place highways, railroads, waterways, etc. Otherwise it would be a stupid design decision.

I'd like to post something i've found, as I am currently a lurker. But, this has heartened me about the knew game. " So either way if roads are preset before you make cities, you will still be in control. Also, sorry if this was posted.
