This might seen desperate or even pathetically lazy on my part, but does a mod exist which essentially gets rid of the over-importance of proper traffic control. i.e. I won't have to worry about traffic problems and always make subways, interstates, and monorails. Something which makes it like the older games where traffic is far less game breaking.
