parks and schools?, where exactly would i put these buildings? near the industries or near the residential areas

I know that the basics to any metropolis is the hi-tech indutry, but how do i go about getting it? any pointers for a newbie?

Ive been playing simcity for abotu 2 weeks now and so far its been pretty fun. However when i look up youtube for videos i always see these skyscraper filled cities, but they dont tell you how. Can anyone shed some light on how this is done? Also are there any plugins to help me with this =S? and are there any popular addons that might be nice to have just in case? thank you!
