Why did you bother doing this building then if your from Portsmouth? You could have done the Courthouse which is way more impressive...
I've downloaded this and several other towers from this creator, all of them say that the lots are ploppable as well as growable but they just don't show up inside the game... Therefore, their not ploppable!
