It's quite easy to do with GoFSH, a tool by @rivit that extracts and packages all sorts of game textures semi automatically or following scripts.

Check the program's user manual for examples on many different uses, including modifying base and overlay textures. For a base texture, I suspect you'll need to change just one file, so alternative methods would be viable as well, but if your interest doesn't stop there, GoFSH is the tool to use for modifying big numbers of textures at once.

So the first thing we need is some clarification of what exactly you want to modify, Base Textures is rather a broad term. Do you want to alter the textures used on lots?, are you looking to make a new sidewalk that appears on transit networks? Knowing more clearly what it is you are trying to change, will allow us to give you more specific advice.

GoFSH is an excellent tool for working with game textures, it can do pretty much anything you need, but you should start with the manual (accessible from the Main Menu of GoFSH).

If you are looking at wider changes to game textures, you may find existing repositories a huge time-saver, a list of those can be found here. A tutorial for utilising GoFSH's automation (scripting) can be found on my YouTube channel.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

New to the NAM? Check out my tutorials on YouTube. Latest upload: How to: RHW - MHO Roundabout Interchanges. (Nov 25).

p.s. - I'm MGB over on SC4D and a member of the NAM team.
