Traffic Simulator Configuration Tool doesn't work

I have SC4 on Windows 10, bought at GOG.com, and NAM and numerous other mods added. It all works just fine. However, when I just now tried to change mass transit usage and base network capacity (both from medium to high), there comes up a small window saying "Error deleting file(s). SimCity4 is probably running. At first I turned off Gog at the bootloaders at msconfig and Norton Internet Security, and restarted the computer, but TSCT still doesn't work.

Whte_rbt, you really should've explained what I should do if I am an admit, and if I'm not. Not just simply ask if I'm an admin with no follow-up. Your reply hasn't been any helpful at all this far, and frankly, it would've been better to not reply at all given that you haven't really said anything. But anyway, I forgot to mention that this little window in the middle pops up everytime I start TSCT. I have to add that "Mass Transit Usage" and "Base Network Capacity" both immediately switch to "Medium" as soon as I click OK.

If you are running as admin then the only other thing that springs to mind is that the Win 10 protected locations rules might be interfering. Try copying the files you need to alter to your Documents or Desktop folder and running the TSCT on them there. Windows 10 automatically protects certain folders (the 2 program file folders, windows system folders and the like), this may be the cause of the issue. Once you have altered them you can copy them back to the Program files folder.

You can check the Admin thing by right clicking on the TSCT launcher and selecting 'Run as Administrator'. It should come up with a confirmation window asking if you are sure you want to give this program Admin privileges.

    Thank you for your response.

At first I checked "Run as Admin", which in itself seemed to work. Unfortunately, that didn't work all the way when it came to using TSCT.

Then I went on to check the log at TSCT and found this. I also found the Traffic Plugin Z file in the Documents folder. However, I didn't find it in TSCT's Program x86 folder. I found some other files in there that I perhaps should copy and transfer to Documents. But then the question is: What files exactly should I transfer? And do I then have to replace the original files in Program?

Okay, this is making no sense to me either now. I'm gonna call in @rsc204 & @Tarkus and hope one of them can shed some light on this.

@The Angry Convert, just so you will be ready for this if/when it comes up:

It appears you are using an older version of NAM, possibly NAM 39(?), which is now  three versions old (latest version is NAM 42, and NAM 43 is apparently on the horizon).

From the NAM 42 release page over at SC4D: "Please note that NAM 41 and earlier have been discontinued, and are no longer eligible for any form of technical support." Not supporting earlier versions of NAM (which I would think includes TSCT) has been the official policy of the NAM Team for some time.

Having said that, it looks like have the latest version of TSCT. So the question (as far as getting "official support") will be: is the issue just getting TSCT to work properly, or is it getting TSCT to work properly with your installed version of NAM?

Having said all of this, an anomaly that I have run into in the past with TSCT: when running it for the very first time with a new version of NAM, when hitting Save, it doesn't appear to actually save, as it loads the old values the next time TSCT is run. However, after changing the values a second time, and then clicking the Tools menu and choosing options, and then clicking OK. Clicking Save and then Exit actually seems to work, i.e. the next time that TSCT is opened, my chosen values are used. This may be an anomaly happening to just me, or shear coincidence, but this has happened the past several time I've run TSCT with a new version of NAM.

@The Angry Convert The log file is very useful; it is telling you that the TSCT can't find your traffic simulator files.  You are indeed running an older version of the NAM, and it appears that that is what is causing your problem.

If you look in the main Traffic Simulator Configuration Tool folder, you will find a subfolder named "data".  Inside this subfolder is a file named "TSCT.conf".  You need to edit this file.

Depending on which version of the TSCT you have, there will be a couple of lines that reads something like:

    # pathTS is the path to the TrafficSimulator
    pathTS=C:\Users\Name\Documents\SimCity 4\Plugins\Network Addon Mod\9 Traffic Simulator

You need to replace the part of the line following the "pathTS=" portion with the actual path to the folder containing your traffic simulator.  In your case, this path would end in the string "Dokument\SimCity 4\Plugins\Network Addon Mod".  Once you do this, save the file, and everything should work.

Thank you very much @z1. There's one problem however; I can't find any Data-folder nor any TSCT-conf file in the Program folder.

Thank you also @twalsh102. Unless this goes any further, this is the end of it for me. I'm otherwise happy anyway with SC4 and NAM. I just simply wanted to see if TSCT works.

It sounds like you may have a faulty installation of TSCT. If you right-click on the TSCT folder, and choose properties, how many files and folders does it report?
